I am curious about the legality of this. The minimum wage in washington state in what, 8.07 or something an hour? Why is it not required that the people contracted by this company to be sign holders are paid this wage? Are they not legitimate "people" and hence the minimum wage law doesn't apply? My friend used to be employed for a company and he held up signs advertising companies along busy roads but it was required he was paid the minimum wage. So... why is it not the same besides the fact that these people are homeless? I am confused with that. If someone could verify why this is, that would be great. Thanks.

To be more clear, why is it legal not to pay minimum wage? Is there something about them being contracted? And not being employed or something like that? What is the legal reason they can have their services utilized and be payed less than the minimum wage? Thanks

They are independent contractors. Notice they hold their own signs at the same time.

They don't have to pay bums minimum wage because bums aren't technically citizens. Minimum wage laws only apply to registered people.
